Department shall annually produce anadromous king salmon tags in stamp form in quantities determined by the commissioner, and make stamps available for creating limited edition prints for public sale

Department shall adopt a procedure for selecting annual king salmon stamp designs, considering only designs submitted by Alaska state residents

Department may contract with private entities to perform stamp production and sales responsibilities under the State Procurement Code, with costs paid from the fish and game fund and sale proceeds deposited into the fish and game fund

Selected design submitters must consent to a licensing agreement with a term not exceeding two years, allowing the department or contractor to use, reproduce, and sell the design in any medium, size, quantity, and location while the original design remains the submitter's property
