CS FOR HOUSE BILL NO. 186(TRA) Summary

• Creates an off-road system restricted noncommercial driver's license for residents of off-road system eligible areas, waiving the road test requirement for applicants who reside and operate vehicles in those areas.

• Restricts holders of the off-road system license from operating motor vehicles outside designated off-road system eligible areas unless accompanied by a person with an unrestricted driver's license.

• Defines "off-road system eligible area" as an area without land-connected road access to a driver testing office that operates at least once every three months with sufficient capacity to meet public demand.

• Exempts vehicles operated by holders of off-highway commercial driver's licenses and noncommercial driver's licenses (including the new restricted license) in off-road system eligible areas from motor vehicle liability insurance requirements, provided the operator has not been cited for traffic violations with six or more demerit points in the preceding five years.

• Replaces references to "community" lists with references to the department's published list of off-road system eligible areas for ignition interlock device waiver determinations in DUI-related cases.
