Prohibits manufacturing, selling, or distributing upholstered furniture and children's items containing 100 or more parts per million by mass of 10 specified flame retardant chemicals, including TDCPP, TCEP, TBBPA, decabromodiphenyl ether, antimony, hexabromocyclododecane, TBPH, TBB, chlorinated paraffins, and TCPP.

Requires manufacturers of upholstered furniture and children's items containing any flame retardant to affix a label stating "This product contains a chemical flame retardant."

Exempts used products resold by individuals or nonprofit organizations from the prohibition requirements.

Establishes civil penalties of $500 for the first violation and $1,000 for each subsequent violation, with a maximum annual liability of $5,500 per person.

Defines key terms including "children's item" (clothing, toys, car seats, pillows, mattresses, pads) and "upholstered furniture" (furniture with filling material used for sitting, resting, or reclining).
