Amends AS 13.26.020 to restrict parental delegation of powers to adult incapacitated persons only, removing the previous authority to delegate over minor children under that section.

Creates new AS 13.26.023 establishing a separate statutory framework allowing parents or guardians to temporarily delegate care, custody, or property powers over minor children via notarized power of attorney, valid for up to one year (or length of active military duty plus 30 days for military parents).

Prohibits delegation of powers to consent to marriage, adoption, abortion, or termination of parental rights; allows revocation at any time; specifies that delegation does not constitute abandonment, neglect, or abuse; and exempts attorney-in-fact from foster care licensing requirements.

Amends AS 25.23.060(c) to reference the new AS 13.26.023 for adoption consents, allowing the power of attorney to extend beyond one year only if court orders good cause extension.

Amends AS 47.10.086(a) to require the Department to distribute information to parents and guardians about family support services and the option of using a power of attorney under AS 13.26.023 for temporary child care.
