Creates the Alaska Vacation and Cost Savings Act allowing state employees to voluntarily take up to three weeks of unpaid leave per year.

Employers must grant unpaid leave requests unless granting the request would endanger public health, safety, or welfare.

Unused unpaid leave does not carry over to the following year.

Employers retain authority to grant additional leave authorized by law beyond this provision.
