Amends AS 38.04.200 to require the commissioner of natural resources to make specific, detailed written findings before restricting or prohibiting traditional means of access to state land, water, or combined land and water for traditional outdoor activities.

Allows restrictions or prohibitions only if they meet one of five criteria: affecting 640 contiguous acres or less, temporary and effective less than eight cumulative months in three years, for public safety or property protection, for natural resource development with reasonable alternative access available, or authorized by legislature.

Prohibits restrictions based solely on protecting aesthetic values without meeting the above criteria.

Amends AS 38.05.945 to require public notice for any restriction or prohibition of traditional means of access to state land, water, or combined land and water for traditional outdoor activities undertaken to protect aesthetic values.
