Repeals the Workers' Compensation Appeals Commission effective June 1, 2016, transferring appeals jurisdiction to Alaska superior courts under AS 44.62.560.

Creates new AS 23.30.126 establishing superior court review procedures for Alaska Workers' Compensation Board decisions, which become final 31 days after filing.

Limits attorney fees and costs awards against injured workers to cases where the worker's position was frivolous, unreasonable, or sought in bad faith.

Provides transitional provisions allowing pending Commission cases filed before June 1, 2016 to continue until December 1, 2016, then transfer to superior court in the original claim's judicial district.

Makes former Workers' Compensation Appeals Commission decisions final and binding precedent unless appealed to the Alaska Supreme Court.
