Amends AS 38.05.128(a) to require obstruction or interference with free passage on navigable water to be authorized by law, regulation, or a permit issued by a state agency (removes requirement for federal agency authorization).

Adds exemption for obstructions exempt under 33 U.S.C. 1344(f) (Clean Water Act) and for normal freight barging operations consistent with law.

Permits commissioner authorization of obstructions after reasonable public notice.

Expands the definition of "navigable water" in AS 38.05.965(14) to explicitly include waters navigable "in any season, whether in a frozen or liquid state" for any useful public purpose.

Clarifies that navigable water definition includes but is not limited to commercial navigation, log floating, aircraft landing and takeoff, and public boating, trapping, hunting, fishing, and recreational uses.
