Reduces the special request registration plate fee for arts plates from $150 to $50, collected only on first issuance and replacement rather than biennially.

Requires the commissioner to change the arts plate design every four years and discontinue the previous design.

Establishes a biennial design competition administered by the Alaska State Council on the Arts with a panel of judges and public voting to select winning designs.

Allows the legislature to appropriate surplus revenue from arts plate fees to pay the winning artist and support arts programs.

Requires the Alaska State Council on the Arts to hold the first design competition within one year of the effective date.
