Amends AS 37.07.080(h) to increase the review period for appropriation increases based on federal or other program receipts from 45 days to 90 days.

Requires the governor to submit revised programs to the Legislative Budget and Audit Committee for review before expending funds from additional federal or other program receipts.

Allows the Legislative Budget and Audit Committee to recommend early authorization of expenditures, permitting the governor to begin spending before the 90-day period expires.

If the committee recommends against initiating an activity, the governor must provide a written statement of reasons to the committee and cannot commence expenditures until the full 90-day period has elapsed.

Applies to increases of appropriation items unless expressly prohibited by the language of the original appropriation.
