Repeals the Administrative Regulation Review Committee and eliminates requirements for agencies to submit adopted regulations to the committee within 45 days of adoption.

Allows standing committees of the legislature to review proposed or adopted regulations consistent with their jurisdiction, removing the prior requirement to receive notice of proposed action before adoption.

Removes the requirement to furnish proposed regulations and amendments to the Legislative Affairs Agency and the Administrative Regulation Review Committee.

Changes multiple statute references from AS 44.62.010 - 44.62.320 to AS 44.62.010 - 44.62.319, effectively repealing AS 44.62.320.

Repeals statutes establishing the Administrative Regulation Review Committee's composition, duties, and powers (AS 24.20.105, 24.20.400 - 24.20.460).
