Prohibits the Department of Education and Early Development from administering the Alaska Measures of Progress student assessments developed with the University of Kansas and first used in 2015.

Requires the department to select a comprehensive system of student assessments that are developed by national or regional organizations, research-based, norm-referenced, and provide results comparable to national performance.

Mandates the department select the Measures of Academic Progress assessments from the Northwest Evaluation Association or a substantially similar system.

Removes the phrase "state standards-based" from references to student assessments in school performance reports and accountability systems, replacing it with "student assessments."

Repeals the department's requirement to develop a comprehensive system of student assessments and removes provisions requiring assessments with developmental profiles and specific age-group performance standards.
