Establishes the Alaska Climate Change Commission within the Office of the Governor with nine members including four state agency officials and five appointed members (two climate scientists with PhDs and three public members).

Commission members serve staggered three-year terms at the governor's pleasure with initial appointments spread across one, two, and three-year terms; members receive per diem and travel expenses but no compensation.

Commission shall meet at least quarterly and advise the governor on statewide climate change strategy, including assembling research, prioritizing climate research, informing the public, and developing plans for vulnerable communities.

Commission must make recommendations on reducing greenhouse gas emissions, supporting natural gas pipeline development, identifying economic opportunities, addressing climate impacts on fish/wildlife and infrastructure, and evaluating disease/pest risks from climate change.

Commission shall submit annual reports to the governor and legislature by February 1 each year detailing guidance and recommendations for legislative and administrative action.
