Amends AS 25.05.261 to establish that persons authorized to solemnize marriages under subsections (a)(1) or (3) have no duty to solemnize any marriage.

Protects persons authorized to solemnize marriages from criminal or civil liability for refusing to solemnize a marriage or provide related services, accommodations, facilities, goods, or privileges.

Prohibits the state or any municipality from penalizing persons authorized to solemnize marriages for such refusals, including actions affecting tax exemptions, state or municipal contracts, grants, or licenses.

Defines "penalize" to include any action affecting a benefit or privilege guaranteed by law.
