Establishes an Interstate Commission composed of voting representatives from member states to administer the Compact, promulgate rules, and enforce compliance through rulemaking and judicial processes.

Allows eligible physicians meeting strict criteria (valid medical education, board certification, clean disciplinary history, no criminal convictions) to apply for expedited licenses in their designated state of principal license and other member states.

Requires physicians applying for expedited licenses to submit fingerprints and pay fees for criminal background checks to the Department of Public Safety, with results forwarded to the medical board.

Implements automatic disciplinary coordination across member states, requiring all boards to report public actions against compact licensees and automatically suspending licenses in other states if a physician's primary state license is revoked or suspended.
