Enacts the Interstate Medical Licensure Compact (IMLC), allowing physicians to obtain expedited licenses in multiple member states through a streamlined process that complements existing state medical board authority.

Establishes the Interstate Medical Licensure Compact Commission as a multi-state body with authority to develop rules, conduct oversight, manage finances, and enforce compliance regarding physician licensing across member states.

Requires applicants for expedited licenses to submit fingerprints and pay fees for national criminal background checks conducted by the Department of Public Safety.

Creates eligibility requirements for expedited licensure, including verified medical education, passage of licensing examinations, completed graduate medical education, valid specialty certification, and clean disciplinary and criminal records.

Implements disciplinary coordination procedures allowing member state boards to share investigatory information and take consistent actions against physicians licensed through the Compact across multiple states.
