Requires the director of insurance to include in annual reports the total number of public comments received on individual health insurance rate filings and efforts to improve public access to information and facilitate public comment.

Mandates the director provide public notice of individual health insurance premium rate filings and allow public comment during the 45-day waiting period before rates become effective.

Requires mandatory investigatory hearings when an insurer seeks to increase individual health insurance premium rates by 10 percent or more.

Directs the director to invite the attorney general to participate in rate increase hearings on behalf of the public and grant the attorney general access to confidential information.

Requires the director to make all nonconfidential information related to rate filings and investigatory hearings available online; effective January 1, 2017.
