Creates AS 36.90.110 requiring contracting persons to negotiate with the most qualified and suitable professional for architectural, engineering, or land surveying services on state-funded contracts, with compensation based on estimated value, scope, complexity, and professional nature of services.

Contracting person must consider proximity of the professional's office to the project site unless federal law prohibits this factor, and may negotiate with other qualified professionals ranked by proposal if initial negotiations fail.

Allows price to be included as a selection factor only when services are repetitious in nature with thoroughly defined scope and measurable standards, and a majority of proposal evaluators are state-registered in the relevant profession.

Does not apply to contracts awarded under public necessity (if certified in writing) or contracts combining design services with construction.

Applies to grant recipients, municipalities, and school districts (borough, city, or regional educational attendance area) that procure services using state-funded money paid entirely or partially by the state government.
