Redefines "nonresident" for commercial fishing permit surcharge purposes as an individual ineligible to receive a permanent fund dividend under AS 43.23.005(a)(2)-(7) in the calendar year the surcharge is due.

Allows individuals to prove nonresident surcharge exemption by providing proof of receiving a permanent fund dividend, applying and being approved for one, having a pending application with prior year receipt, or being otherwise eligible under statute.

Requires the Alaska Commercial Fisheries Entry Commission to confirm with the Department of Revenue an individual's receipt of or eligibility to receive a permanent fund dividend.

Adds duty to the Department of Revenue to confirm permanent fund dividend status for the Alaska Commercial Fisheries Entry Commission under AS 16.43.160(f).
