Individuals whose criminal conviction is vacated or reversed become eligible to receive Alaska Permanent Fund Dividends (PFD) for years they were previously ineligible if charges are dismissed or they are retried and found not guilty.

Eligible individuals must apply for the PFD within 120 days after dismissal or not guilty finding, or within 120 days of the act's effective date for those whose convictions were overturned before enactment.

Amends the PFD calculation to include newly eligible individuals whose vacated or reversed convictions qualify them for past dividend payments in the determination of total dividend amounts.

The commissioner must account for dividend payments owed to individuals with vacated or reversed convictions when calculating the annual PFD value by October 1 each year.
