Changes terminology in AS 24.10.110 from "additional allowances" to "annual allowances" for legislators' postage, stationery, stenographic services, and other expenses.

Establishes per diem limits for legislators and legislative staff traveling outside their community of residence during legislative sessions: $8 for breakfast, $8 for lunch, and $12 for dinner.

Sets maximum lodging per diem at the federal government's published rate for the locality, or $150 per night if federal rate exceeds that amount; annual allowance may cover costs above $150 up to the federal rate.

Requires all per diem claims to be supported by receipts and prohibits payment in excess of amounts documented by receipts.

Prohibits per diem for lodging during special sessions for any night a legislator or staff member stays in their community of residence.
