Amends AS 34.60.010 to require relocation assistance payments comply with 42 U.S.C. 4601-4655 (Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970)

Removes $10,000 cap on reestablishment payments for displaced farms or businesses relocating to a new site

Removes $22,500 cap on additional payments to homeowners displaced from dwellings owned and occupied for at least 90 days (reduced from 180 days)

Removes $5,250 caps on replacement housing payments for tenants and others not eligible for homeowner assistance

Makes sections 2-5 retroactive to October 1, 2014, and takes effect immediately
