Repeals and reenacts AS 47.05.080(a) to require benefit overpayments collected from public assistance programs administered by the Department of Health and Social Services to be remitted to the Department of Revenue under AS 37.10.050(a).

Exempts overpayments recovered under AS 47.07 that cover the value of services paid from federal sources from being remitted to the Department of Revenue.

Makes the bill's provisions retroactively applicable to benefit overpayment recovery for public assistance programs regardless of whether overpayments occurred before, on, or after July 1, 2016.

Takes effect July 1, 2016.
