Removes the exemption that previously excluded publication interruptions caused by labor disputes, natural disasters, or uncontrollable casualties.

Adds the definition of "newspaper of general circulation" to the state regulations chapter (AS 44.62.640) to ensure consistent application across regulatory adoption and other statutory provisions.
