Adds two nonvoting legislative members to the Alaska Gasline Development Corporation (AGDC) board: one House member appointed by the Speaker and one Senate member appointed by the Senate President, each serving at the pleasure of their respective appointing officer.

Changes board composition from five public members and two gubernatorial appointees to five public members, two gubernatorial appointees, and two nonvoting legislative members.

Requires four of the five public members appointed to the board to have expertise in natural gas pipeline construction, operation, and marketing; finance; large project management; or other relevant experience.

Clarifies that voting members of the board (excluding the two nonvoting legislative members) shall elect officers, constitute quorum, manage assets, adopt procedures, and appoint the executive director and program directors.

Takes effect immediately upon enactment and applies to board members appointed or reappointed on or after the bill's effective date.
