Makes supplemental operating appropriations of $62,719,500 for fiscal year 2016 (July 1, 2015 - June 30, 2016) across multiple state agencies including Health and Social Services ($12,160,000), Natural Resources ($47,500,000), and Law ($575,000).

Appropriates $2,428,500 in capital funds for projects including Alaska Land Mobile Radio System ($1,000,000), Nome Correctional Center emergency water line repairs ($1,084,000), and Eklutna Overpass emergency repairs ($344,500).

Reappropriates $1,274,571 in unexpended funds from 2008 appropriation for AOGCC Reservoir Depletion Studies to the Alaska Land Mobile Radio system.

Reappropriates up to $1,600,000 in unexpended funds from 2012 Tanana River bridge appropriation to Alaska Railroad Corporation for positive train control upgrades.

Appropriates $2,420,785 from general fund to Department of Law for paying judgments and settlements against the state; ratifies $48,849,516.86 in Department of Natural Resources fire suppression expenditures for fiscal year 2015.
