Establishes a 60-month cumulative lifetime limit on general relief assistance eligibility for chronic or acute medical conditions, with general relief assistance eligibility determined without application of the 60-month cumulative lifetime limit.

Caps day care assistance and child care grants at 60 months cumulative total per family for one or more children.

Limits Alaska temporary assistance program (TANF) cash assistance to 60 months cumulative lifetime for adults who are caretakers or pregnant women, eliminating previous exemptions for domestic violence victims, disabled individuals, parents of disabled children, and hardship cases.

Restricts Alaska affordable heating program assistance to 5 years cumulative lifetime per individual.

Requires the Department of Health and Social Services to immediately notify affected individuals of new eligibility limits and terminate benefits for ineligible individuals within 30 days of the act's effective date.
