Authorizes the Board of Pharmacy to license and inspect wholesale drug distributors and outsourcing facilities located outside the state, with requirements to obtain licensure, appoint an agent for service of process, and authorize facility inspections.

Requires outsourcing facilities to register with the United States Food and Drug Administration and comply with 21 U.S.C. 503B (Drug Quality and Security Act of 2013).

Mandates that minimum specifications for facilities, equipment, personnel, and procedures for compounding, storage, and dispensing of drugs must comply with 21 U.S.C. 201-208 (Drug Supply Chain Security Act).

Creates a position of executive administrator for the Board of Pharmacy to perform duties related to licensing and regulation of licensees and serve as liaison to legislative, executive, media, and other state pharmacy boards.

Adds the power of the Board of Pharmacy to establish qualifications and duties of the executive administrator and delegate necessary authority to conduct board business.
