Excludes contractors and legal entities providing services to the state, political subdivisions, or public organizations on a contractual or fee basis from participating as employers in the Public Employees' Retirement System of Alaska.

Prohibits employees and workers of contractors from participating in the retirement plan as employees or members based on their work for contractors.

Adds a new definition clarifying that "member" or "employee" excludes persons compensated on a contractual or fee basis.

Applies these exclusions only to contracts entered into on or after the effective date of the Act.
