Transfers responsibility for judgment payment approval from Department of Administration to Department of Law, which will either seek approval for payment if sufficient appropriation exists or audit the amount and recommend appropriation to the legislature.

Repeals and reenacts pre-audit of claims requirements, requiring Department of Administration to provide a financial system with segregation of duties and budgetary controls to prevent spending beyond approved legal authority.

Restricts Department of Administration from reimbursing officials or employees for more than the lowest fare on the most direct route unless the department finds lower fares are not in the state's best interest and authorizes alternative travel.

Requires approval for higher fares to be filed with the travel authorization.

Repeals authorization and administration of Department of Administration to make advances to University of Alaska (AS 37.10.088) and repeals the United States savings bond purchase plan (AS 39.40.010 and 39.40.020).

Effective July 1, 2016.
