Adds a new exemption to Alaska's postsecondary education regulation for programs in fields that do not require a professional or occupational license under AS 08, provide training primarily for recreational purposes, and at the advanced level prepare graduates to teach or instruct in that field.

Requires educational programs or institutions claiming the new exemption to provide students with written notice before enrollment that the program is exempt from state authorization requirements.

Defines three new terms in statute: "avocational" as an activity done as a hobby or for recreational purposes; "recreational" as an activity for personal satisfaction, pleasure, creative enrichment, or enhanced well-being; and "vocational" as a skill or trade pursued as a career or for gainful employment.
