Changes "send to" language to "file with" the division for employer injury reports and extends evidence of compliance filing requirements from 10 to 30 days after insurance termination.

Allows the division to directly assess civil penalties for failure to insure (up to 3 times workers' compensation premium) rather than petitioning the board, with penalties now payable within 30 days instead of 7 days.

Establishes comprehensive definitions of employee misclassification and independent contractor status, including requirements for federal employer identification numbers, business licenses, liability insurance, and control over work methods.

Expands the benefits guaranty fund to include civil penalty payments from employers and allows payment plans for penalties with interest accruing under AS 09.30.070(a).

Requires employees receiving workers' compensation to disclose other employment or disability/unemployment benefits, and imposes penalties for non-disclosure of material facts related to benefit eligibility.
