Establishes liability protection for persons who inspect, install, or adjust child safety seats or provide education on installation, excluding manufacturers and their agents/employees, provided they are certified child passenger safety technicians and services are provided without fee (except actual expenses) and in good faith.

Liability protection does not apply to cases involving gross negligence, willful or wanton misconduct, or services performed in conjunction with for-profit sale of child safety seats.

Modifies child vehicle safety requirements by changing the age threshold for child restraint devices from five years to four years of age for children weighing 20 pounds or more.

Requires children under age 16 to be properly secured using appropriate safety devices based on age, weight, and height, with devices meeting United States Department of Transportation standards and manufacturer instructions.

Applies the new liability protections only to civil actions arising on or after the effective date of the act.
