Adds individuals holding elective public office in Alaska to the list of persons authorized to solemnize marriages under AS 25.05.261(a).

Permits elected public officials to perform marriage ceremonies anywhere within the state, consistent with other authorized solemnizers.

Amends AS 25.05.281 to recognize marriages solemnized by elected public officials as valid even if the official lacks actual authority, provided the parties believed they were lawfully married.

Expands marriage solemnization authority beyond religious officials, judicial officers, and marriage commissioners to include state elected officials.
