Establishes a remote recreational cabin staking program allowing the commissioner to sell state land for cabin sites upon request if the land and purchaser meet specified requirements and the sale is consistent with the public interest.

Requires prospective purchasers to stake the desired parcel and apply to the commissioner within 30 days, with the commissioner determining eligibility within 30 days and issuing a deed within 30 days after payment.

Limits parcels to a maximum of 2.5 acres, with water frontage (if included) requiring 300-400 feet, only one parcel per 10 acres of lake water, and river parcels must be at least two meander miles apart.

Restricts eligibility to Alaska residents aged 18 or older with at least one year of residency prior to application, and prohibits previous purchasers under this program from buying again.

Requires land to be surveyed and appraised at fair market value within 12 months, with the purchaser paying all appraisal, survey, and platting costs.
