Amends AS 47.05.310(g) to limit how long fourth-degree assault convictions can bar licensure or certification from the Department of Health and Social Services to one year from unconditional discharge, except for domestic violence offenses.

Fourth-degree assault convictions under AS 11.41.230 or similar offenses in other jurisdictions cannot be considered inconsistent with licensure standards for more than one year unless the offense involves domestic violence.

Defines "crime involving domestic violence" by reference to AS 18.66.990 and "unconditional discharge" by reference to AS 12.55.185.

Annuls 7 AAC 10.905(d)(1)(A), a related administrative regulation.
