Limits monthly base salary for exempt service employees to not exceed the governor's monthly base salary, effective for contracts entered after July 1, 2016.

Exempts from the salary cap: University of Alaska president, Alaska Gasline Development Corporation president and up to three designated officers/employees, petroleum engineers and geologists employed by Department of Natural Resources, judicial branch justices/judges/magistrates, Alaska Permanent Fund Corporation officers and employees, and the state medical examiner.

Allows the governor to request exceptions to the salary limitation for specific executive branch positions by submitting a report to the legislature describing the position and recommended salary.
