Amends AS 08.01.075(a) to make board disciplinary actions subject to a new religious exemption provision in AS 08.01.078(a).

Creates new AS 08.01.078 protecting individuals from license denial, revocation, suspension, or limitations based on declining services that violate religious beliefs, refusing oaths contrary to religious beliefs, expressing religious beliefs in professional contexts, providing services according to religious beliefs, or acting according to religious beliefs regarding clients, customers, employees, or financial decisions.

Exempts conduct protected under AS 08.01.078 from being considered professional misconduct or malpractice, and prohibits disciplinary sanctions for such conduct; does not apply to conduct violating state or federal constitutions, the Emergency Medical Treatment and Labor Act, or the Religious Land Use and Institutionalized Persons Act of 2000.

Amends AS 08.01.087(b) to subject commissioner cease-and-desist orders and civil enforcement actions to the new religious exemption in AS 08.01.078(a).

Amends AS 18.80.255 to make it unlawful for the state or political subdivisions to deny a person appointment to public office or a position on a board, commission, or committee based on the person's exercise of religion.
