• Prohibits smoking in enclosed areas of public places including entertainment venues, public transportation, retail stores, and government buildings.

• Prohibits smoking in enclosed areas at workplaces, educational facilities, health care facilities, child care buildings, and residential units in hotels/motels or health care facilities.

• Prohibits smoking outdoors within 10 feet of bar/restaurant entrances, 20 feet of building entrances/windows/ventilation vents, and in designated children's play areas and outdoor stadium seating.

• Allows smoking at retail tobacco or e-cigarette stores meeting specific criteria (90% revenue from tobacco sales, freestanding building) and in private residences not covered by the prohibition.

• Establishes civil fines of $50 for smoking violations and $50-$300 for signage violations, with enforcement by the Department of Environmental Conservation; effective October 1, 2016.
