Adds new section 21.54.200 to Alaska statute establishing regulatory framework for health care navigators operating under federal law.

Authorizes the insurance director to issue cease and desist orders or seek injunctive relief against navigators that violate state or federal law related to health insurance exchanges.

Exempts navigators from being classified as insurance producers when acting solely as navigators under federal health care law and prohibits them from selling, soliciting, or negotiating insurance policies.

Permits the insurance director to adopt regulations implementing navigator oversight consistent with the Patient Protection and Affordable Care Act (P.L. 111-148) and Health Care and Education Reconciliation Act of 2010 (P.L. 111-152).

Defines "navigator" as an entity established under 42 U.S.C. 18031(i) and "exchange" as Internet portals described in federal law relating to health benefit exchanges.
