Establishes Alaska False Claims Act creating civil liability for knowingly presenting false or fraudulent claims to the state or municipalities, with civil penalties of $6,000-$12,000 per violation plus actual damages multiplied by three.

Authorizes the Attorney General and municipalities to investigate and prosecute false claims violations, and allows private citizens to bring civil actions if the state or municipality fails to act within 60 days of receiving notice.

Awards private plaintiffs 15-25% of recovered proceeds if the state/municipality proceeds with the action, or 25-30% if the private plaintiff pursues the action alone, plus reasonable attorney fees and costs.

Imposes 10-year statute of limitations for commencing false claims actions and protects employees from retaliation for reporting or assisting in false claims investigations.

Modifies existing welfare and assistance program provisions to clarify that false claims may be prosecuted under the new Act rather than through separate civil remedies.
