Ratifies the "Agreement Among the States to Elect the President by National Popular Vote," an interstate compact allowing Alaska to join other states in appointing presidential electors based on the national popular vote winner rather than Alaska's state vote.

Establishes that when the compact is in effect, Alaska's chief election official must determine the national popular vote total across all member states and certify the elector slate associated with the national popular vote winner.

Modifies AS 15.30.060 and AS 15.30.090 to create exceptions to standard procedures for elector notification and duties when the national popular vote compact provisions apply.

Requires the compact to take effect only when states possessing a majority of electoral votes have enacted it in substantially the same form, and permits any member state to withdraw except within six months before the end of a presidential term.

Terminates the agreement if the Electoral College is abolished, and includes provisions for tie-breaking (state's largest popular vote count) and addressing mismatches between nominated electors and state electoral votes.
