Requires benefit overpayments collected by the Department of Health and Social Services from medical assistance, general relief, adult public assistance, food stamps, temporary assistance, and pioneer/veterans home programs to be remitted to the Department of Revenue.

Mandates the department manage all billing functions for Alaska Pioneers' Homes and Alaska Veterans' Homes through a centralized system and conduct staffing level reviews every four years starting in 2016 to reduce staff-to-resident ratios consistent with other state-operated assisted living facilities.

Requires the department to conduct cost reviews every four years starting in 2016 to identify waste reduction opportunities and explore sharing administrative functions with other state facilities including juvenile facilities and the Alaska Psychiatric Institute.

Allows the department to lease up to 50 percent of total floor space in homes to increase revenue, with lease rates covering at least general maintenance, utilities, and janitorial services, negotiated in coordination with the Department of Administration.

Changes payment assistance eligibility from optional to mandatory requirement that applicants apply for other state or federal programs and submit medical assistance applications and decisions; establishes application fees and waiting list deposits for home admission with waiver procedures.
