Prohibits employees and representatives of abortion services providers and their affiliates from presenting instruction, distributing materials, or displaying materials to students in public schools.

Establishes civil liability of $5,000 or actual damages (whichever is greater) plus attorney fees for abortion services providers whose employees violate these restrictions.

Bars teachers and school board members who knowingly authorize such activities from receiving state funds on or after the date of violation.

Adds violation of these restrictions as grounds for medical license suspension or revocation and as cause for teacher certificate revocation, suspension, or dismissal.

Takes effect immediately upon enactment.
