Requires Alaska Public Offices Commission to annually provide legislature with list of persons who made campaign contributions over $50 to legislative candidates within preceding four years and dates of those contributions.

Prohibits individuals and owners, executive officers, spouses, or domestic partners of entities awarded legislative contracts valued at $35,000 or more from making campaign contributions over $50 to incumbent legislators or legislative candidates for four years preceding the contract term.

Prohibits legislators from awarding legislative contracts valued at $35,000 or more for professional services, supplies, real property, or construction to individuals or entities if they or their owners, executive officers, spouses, or domestic partners made campaign contributions over $50 to legislative candidates in the preceding four years.

Applies to contributions made after the effective date and takes effect January 1, 2017.
