Requires school districts to budget for and spend a minimum of 70 percent of school operating expenditures on direct classroom instruction in each fiscal year.

Defines "direct classroom instruction" as instruction delivered to a group of students in a classroom, by mail, or by electronic means by a licensed teacher or school administrator teaching at least one class session per semester.

Changes the deadline for the commissioner's annual report on actions taken under this section from April 15 to October 1 of each year, submitted to the Legislative Budget and Audit Committee.
