Requires the governor to deliver a report to the senate secretary and house chief clerk on January 1 and July 1 each year listing all regulations expected to be adopted within the following six-month period.

Mandates the report include a list of regulations expected to be amended or repealed within the following six-month period.

Requires the report to contain estimated implementation costs for state agencies to comply with regulations listed in the report.

Takes effect July 1, 2016.
