Creates efficiency incentive awards program allowing governor to grant up to five state employees annually an extra pay increment or pay step for approved cost-reduction suggestions or waste reports.

Authorizes temporary retirement incentive programs through June 30, 2019 for vested Teachers' Retirement System and Public Employees' Retirement System members age 50+ with 17-20 years of service, funded by employer reimbursement to retirement plans within three years.
