Prohibits Alaska refiners from selling or offering to sell motor fuel, space heating fuel, or diesel fuel at prices that are exorbitant or excessive.

Establishes that a price is exorbitant or excessive if it is unreasonably high given the refiner's reasonable costs for refining, transporting, and transaction costs.

Creates a presumption that a price is exorbitant or excessive if it exceeds by more than 10 percent the average wholesale price of comparable energy resources charged by refiners in Idaho, Oregon, and Washington.

Allows refiners to rebut the presumption by proving the higher charges were due to additional reasonable costs specific to Alaska operations or costs caused by a natural disaster.

Authorizes the attorney general to recover civil penalties of not less than the greater of 10 times the economic benefit obtained through the violation or $50,000,000.
