Amends AS 44.99.040(a) to prohibit state and municipal agencies from using state assets to implement the REAL ID Act of 2005 (P.L. 109-13, Division B)

Creates an exception allowing state and municipal agencies to use state assets to implement REAL ID Act requirements specifically relating to improved security features for drivers' licenses and personal identification cards

Maintains existing prohibitions on state agencies using assets to implement federal requirements that infringe on Second Amendment rights or deny constitutional due process protections
